An interdisciplinary group of experts from the NRW police, together with external academics from German universities, has developed 16 building blocks for the future of the criminal investigation department. The central fields of action are relief and qualification as well as digitalization, which is relevant for all fields of action.
The first measures have already been derived from this, are currently being implemented or are being supported. Further implementation steps will be introduced in 2024 with a new package of measures.
Ahead of this was the question of how the working world of the criminal investigation department will change by 2030, what challenges it will have to face and what decisions need to be made now in order to continue to fight crime robustly and successfully in the future.
"CID NRW - prepared with security" was the motto of the congress
Interior Minister Herbert Reul opened the congress and pointed out the special location: the K20 building of the Kunstsammlung in North Rhine-Westphalia. Because art provides impetus, creates new perspectives and broadens the view. This fits in with the challenges faced by the CID in NRW. Director General Sung-Ju Park from the Korean National Police Agency also gave a welcome address. The Director of the LKA, Ingo Wünsch, presented the latest developments in the crime situation. Thomas Jungbluth from the Ministry of the Interior presented the results of the scenario analysis and outlined the future challenges for the NRW police.
Future researcher Dr. Stefan Carsten is an expert in scenario technology and explained its benefits using examples and his experience. His clients include Bosch, BKA, Deutsche Bahn AG, Daimler, IHK, DEVK and many others.
"What are the seven most expensive words for any organization?"
Prof. Dr. Isabell Welpe from the Technical University of Munich began her keynote speech with this question. In her presentation on skills, set-up and leadership, the holder of the Chair of Organization and Strategy promoted the willingness to change and praised the strategic approach using the scenario technique. She has seen many large corporations fail that have afforded themselves the seven most expensive words: "We've always done it this way."
In various showcases, Dr. Lena Lindemann from ERGO Group AG, Sven Esser from ADAC Nordrhein e. V. and Taeho Kang from the Korea Institute of Police Technology provided valuable input on the topics:

In his concluding outlook, Cologne's Chief of Police and former State Director of Criminal Investigation Johannes Hermanns emphasized once again: "The scenario results are geared in such a way that they can be embedded in an overarching overall strategy of the NRW police. Because everyone knows that fighting crime is an issue for the police as a whole."
Around 250 invited guests from various hierarchical levels of the NRW police, representatives of the criminal investigation departments of the federal states and a delegation from the Korean police at the "Future Congress of the CID" accepted the invitation of the PRO K initiative to learn about and discuss the results.
Will our society move closer together or will everyone soon be looking out for their own personal gain?
No one can answer this question with certainty. Thomas Jungbluth's group - supported by futurologist Dr. Stefan Carsten - has carried out a comprehensive analysis of four different social scenarios for the near future. This ultimately resulted in 16 specific building blocks for the NRW police to overcome the challenges.
The PRO K initiative has focused on three of these building blocks, which have a direct influence on success, in recent months:
- Qualification
- Relief
- Digitalization
All three topics interact with each other and together ensure more successful crime prevention and therefore an attractive job. They are already backed up with measures today and more will follow.
The 13 further recommendations for action from the scenario experts describe many other framework conditions, such as the evaluation of functional positions in the CID, technical equipment or the requirements for police properties.
Hocus Pocus or Strategy - What is the Scenario Technique?
Scenario analysis is a recognized scientific method and has its origins in military strategy planning. In its concrete application in the NRW police force, it deals with the assessment of social developments and the resulting challenges for the NRW police force. The scenario technique is now also successfully used for strategic planning in politics, science and business.
It involves thinking in terms of future alternatives and therefore "thinking ahead". As a result, it increases the responsiveness of organizations.
In our case, the scenario technique is not aimed at covering all areas of crime and criminal police topics such as crime prevention or criminal technology with measures, but rather at creating a solution model in the overall police context.
The results report presented should not be confused with the FoKuS Kripo stress analysis expected in 2024. Both measures are part of Interior Minister Herbert Reul's 10-point plan.
